Stichting Noorderpark is na 20 jaar het leuren en sleuren om subsidie helemaal zat. Het houdt een keer op, zegt directeur Maike Vernooij, die een brandbrief naar de gemeente en stadsdeel Noord heeft geschreven. Ze wil een versimpeling van het subsidiesysteem en een structurele samenwerking met de gemeente. Al 20 jaar lang zet Stichting Noorderpark zich in voor de bewoners. De bewonersorganisatie begon ooit als een initiatief voor sport en ontmoeting, maar is inmiddels uitgegroeid tot een grote groep vrijwilligers die zich bezighoudt met vergunningen voor evenementen, parkbeheer, werktrajecten voor mensen met een afstand tot de arbeidsmarkt en het runnen van buurthuis 't Anker. Spelletje spelen met de gemeente "Kortom, het is heel veel," zegt de directeur van Stichting Noorderpark, Maike Vernooij. "We hebben een heel klein team met daarnaast denk ik meer dan zeventig vaste vrijwilligers voor het park." Naast vrijwilligers is er ook geld nodig. En daar zit de frustratie bij Vernooij. "We hebben inderdaad een stukje subsidie nodig om alles overeind te houden. Je moet erom vragen, maar in plaats van dat ik naar één loket ga, moet ik dus naar heel veel verschillende loketten. Ik moet bij sport wat ophalen, bij cultuur, bij educatie. Je komt in een administratief drama terecht. Maar wat nog erger is: dit spelletje spelen we al twintig jaar met de gemeente. Al twintig jaar lang is er elk jaar de uitdaging waar we het geld vandaan halen." Stichting Noorderpark krijgt jaarlijks een gemeentelijke bijdrage van rond de 110.000 euro, en verdrievoudigt dit bedrag met behulp van fondsen, samenwerkingen en eigen inkomsten. Maar elk jaar is het dus weer sprokkelen. Vernooij: "Wij zien dat het stadsdeel en vooral de ambtenaren elk jaar heel hard hun best voor ons doen. Elk jaar weer zoeken ze in allerlei potjes geld voor ons. En altijd lukt het dan ook weer. Maar uiteindelijk moeten we denk ik naar een systeemverandering toe. Want dit is zonde van onze tijd, maar ook zonde van de tijd die het ambtelijk apparaat er elk jaar weer in moet stoppen." Daarom dus een brandbrief naar de gemeente en het stadsdeel. "Wij willen een goede regeling waarbij maatschappelijk integrale organisaties, organisaties die van alles en nog wat doen, op een handige manier hun geld kunnen aanvragen,"zegt Vernooij. "Dat is denk ik het belangrijkste. En ga met organisaties gewoon een langdurige samenwerking aan, want anders ben je elke keer aan het bouwen, en dan val je weer terug." Reactie gemeente: "We zien dat stichtingen die heel goed werk doen op verschillende gebieden veel administratieve lasten en weinig zekerheid krijgen. Ze moeten steeds opnieuw subsidies uit verschillende potjes aanvragen en kunnen daardoor geen langetermijnplannen maken." "Tegelijkertijd is het subsidiebudget beperkt en moeten we wettelijk gezien alle partijen het recht geven mee te dingen naar een deel van dat budget. Volgens gerechtelijke uitspraak geldt dit ook voor langdurige subsidies zoals die op de begroting staan. Daar moeten we een goede afweging in maken." Drugsgebruikers maken zich zorgen over hun toekomst nu de gebruikersbus moet vertrekken van hun plek voor het OLVG Oost. De beoogde nieuwe locatie ging na protest uit de buurt niet door en morgen gaat de bus naar de loods. "Waar willen jullie ons hebben?", vraagt een van de bezoekers van de bus zich af. "Morgen sta ik weer in het park en gaan mensen weer klagen", zegt hij. Na vandaag gaat de gebruikersbus van De Regenboog Groep terug naar de loods. Beloofd was dat ze tot en met 29 juni op het plein voor het OLVG mochten blijven, tot er een nieuwe locatie zou zijn gevonden. Die was er ook even, aan de kant van de Linneausstraat, maar na protest uit de buurt ging dat niet door. Geen nieuwe plek dus, voor de circa 300 gebruikers van de bus. En dat baart Anika Apfel van De Regenboog Groep flink zorgen, vooral omdat de gebruikers dan ook geen medische zorg meer krijgen. "De mensen die hier nu samenkomen en elkaar helpen, zullen weer verspreiden", zegt een man die dagelijks crack rookt in de bus. "En zij zullen een tijd uit zicht raken." Vaste inloopruimte Het is onduidelijk of er een nieuwe plek komt voor de bus, en hoelang dat nog gaat duren. Een woordvoerder van het stadsdeel laat weten dat hun voorkeur uitgaat naar een vaste gebruikersruimte, in plaats van een bus. Daar zijn er nu vier van verspreid door de stad. Ook Apfel hoopt dat er binnenkort een vaste gebruikersruimte komt in Oost.
