In the 1990s, the collapse of Yugoslavia triggered nearly a decade of war in the Balkans, leaving more than 100,000 dead and millions displaced in the worst European conflict since World War II. The “Spokane Three” are awaiting sentencing and face up to six years in prison for conspiracy to impede or injure ICE officers. They had attempted to block the transfer of a group of detained immigrants by sitting in front of a bus. Six of the nine protesters originally charged took plea deals, but the Spokane Three decided to fight the charges. “If I had taken a plea deal, it would have essentially been me lying and saying that I did something that I didn’t do. An interfaith coalition of dozens of religious groups in Boston said Citizens Bank has failed to adequately address its concern about financing private prisons, so the group has withdrawn $1 million from its estimated $14 million account with the bank and threatened to keep removing funds until its demands are met. Op de laatste avond kwamen gisteren vrienden, familie en vaste gasten nog één keer samen om herinneringen op te halen, een laatste biertje te drinken én om afscheid te nemen van eigenaar Jan Louman, beter bekend als Jan de Barman. Met zichtbaar plezier kijkt Louman naar de lange rij mensen die zich voor zijn café heeft verzameld. Dat zoveel mensen afscheid willen nemen, raakt hem. “Ik krijg zoveel liefde van mensen die zo genoten hebben van hun tijd in De Biecht. Dat doet mij heel erg goed.” Aan het afscheid zit ook een financiële kant. Omdat Jan eerder met pensioen moet dan gepland en zijn AOW pas over anderhalf jaar ingaat, bedacht zijn zoon Gino een bijzondere actie. Naast een crowdfunding wordt op de laatste avond de complete inboedel geveild. Van religieuze beelden tot bijzondere snuisterijen: alles gaat onder de hamer. Niet alleen om geld op te halen, maar ook zodat bezoekers een tastbare herinnering aan het café mee naar huis kunnen nemen. “Zo kunnen bezoekers niet alleen afscheid nemen, maar ook een stukje De Biecht mee naar huis nemen”, zegt Gino Louman. Hoe voorkom je dat jongeren terechtkomen in de georganiseerde criminaliteit? In dit onderzoek van Zembla staat de aanpak van jeugdcriminaliteit centraal en de vraag hoe honderden miljoenen euro’s aan preventiegeld worden besteed. Via het programma Preventie met Gezag geeft het ministerie van Justitie en Veiligheid jaarlijks ongeveer 100 miljoen euro aan gemeenten om te voorkomen dat jongeren afglijden richting ondermijnende criminaliteit. Gemeenten zetten dat geld in voor uiteenlopende projecten, zoals voorlichting op scholen, sportactiviteiten, coaching, jongerenwerk en andere interventies gericht op preventie van jeugdcriminaliteit. Zembla onderzocht waar het geld precies terechtkomt en sprak met wetenschappers, onderzoekers, gemeenten en minister van Justitie en Veiligheid David van Weel. Deskundigen concluderen op basis van onderzoek van Zembla dat veel interventies die met het geld worden betaald niet wetenschappelijk zijn onderbouwd. Volgens experts is van veel programma’s onbekend of ze effectief zijn in het voorkomen van jeugdcriminaliteit en georganiseerde criminaliteit. Uit antwoorden van gemeenten blijkt dat er honderden verschillende projecten en aanpakken worden ingezet. Onderzoekers en deskundigen uiten kritiek op deze werkwijze en stellen dat er te weinig focus ligt op bewezen effectieve interventies. Ook waarschuwen experts dat sommige aanpakken mogelijk averechts kunnen werken. Hoewel de totale jeugdcriminaliteit in Nederland de afgelopen twintig jaar is gedaald, signaleren het Openbaar Ministerie en onderzoekers dat jongeren vaker betrokken raken bij zwaardere delicten. Volgens onderzoekers zijn jongeren kwetsbaar voor werving door criminelen binnen de ondermijnende criminaliteit. Minister David van Weel zegt de kritiek van deskundigen niet op voorhand te delen, maar wel met wetenschappers in gesprek te willen over de effectiviteit van de aanpak.
