De recente oproep van de populaire Franse econoom Gabriel Zucman, om vermogens boven de 100 miljoen te belasten met 2 procent, kan op veel bijval rekenen. Maar een extra belasting voor rijke mensen, hoe hoog ook, zal de ongelijkheid niet doen afnemen. Dat zegt belastingonderzoeker Reinier Kooiman in deze aflevering. Zelfs als ons belastingstelsel zou werken zoals het bedoeld is: progressief, dan nog zou de vermogensongelijkheid gelijk blijven of waarschijnlijk zelfs toenemen, zegt Kooiman. Niet kapitalisme, maar belastingen zijn volgens hem dan ook de belangrijkste oorzaak van ongelijkheid. Bijna niet te geloven, toch? Deze eye-opener van Kooiman zou in elk belastingdebat centraal moeten staan. De crux: we drukken de belastingdruk uit als percentage van ons inkomen. Gek is dat niet, want ons belastingstelsel is grotendeels gebaseerd op de inkomstenbelasting. Maar rechtvaardige belastingen, proportioneel naar draagkracht, zouden natuurlijk gebaseerd moeten zijn op hoe rijk je bent. Vermogen dus. In deze video laat Kooiman zien hoe de wereld eruit ziet als je draagkracht uitdrukt als percentage van vermogen. Dan blijkt ineens dat 90 procent van de mensen eigenlijk teveel belasting betaalt. En dat gewone burgers stiekem tarieven van 20, 50 of zelfs 100 procent van hun eigen vermogen betalen. Vergelijk dat eens met die 2 procent van Zucman voor de allerrijksten. Deprimerend? Geen nood. Kooiman, die ook werkt als belastingadviseur, heeft een oplossing die uitblinkt in eenvoud. We schaffen alle belastingen af. Alles. Weg inkomstenbelasting, weg btw, weg accijnzen, weg erfbelasting, weg bedrijfsbelasting, weg dividendbelasting, weg alles. Werken gaat weer lonen, want je bruto loon word je netto loon. We vervangen ons hele systeem door één simpele belasting op vermogen. Hetzelfde tarief voor iedereen. Daar kun je moeilijk tegen zijn. Bovendien wordt zo eindelijk weer duidelijk wat iedereen precies bijdraagt. *Over Reinier Kooiman* Kooiman is fiscalist. Hij is als universitair docent en onderzoeker verbonden aan de Universiteit van Leiden. Ook werkt hij voor Stibbe, eerder Deloitte, op de Zuidas als belastingadviseur. Mirre Yayla Séur is de nieuwe stadstekenaar van Amsterdam. Opvallend genoeg tekent ze niet op papier. In plaats daarvan kiest ze voor brandschilderen op glas, een ambacht dat ze zelf nog volop aan het ontdekken is. Sinds 2014 kent Amsterdam een jaarlijkse stadstekenaar, geselecteerd door de Commissie voor de Tekeningen. De stadstekenaar heeft de taak om de stad in beelden vast te leggen, zoals een stadsdichter dat met woorden doet. Waar eerdere stadstekenaren vooral bekendstonden om hun werk op papier, wijkt Séur bewust af van die traditie. Ze maakt normaal gesproken grote installaties en sculpturen waarin tekeningen soms een rol spelen, maar meestal als onderdeel van een groter geheel in plaats van als los werk. Brandschilderen In plaats van potlood en papier kiest ze voor brandschilderen op glas, een eeuwenoude techniek waarbij verf in het glas wordt gebakken. Het is een ambacht dat ze nog moet leren. Juist het experiment en de imperfecties maken het voor haar interessant. Door op glas te werken, blijft ze dicht bij haar eigen manier van werken, waarin materiaal en ruimte een belangrijke rol spelen. Inhoudelijk richt Séur zich op doelloze plekken, de ruimtes tussen gebouwen, vergeten stukken grond en open plekken zonder duidelijke functie. A lot of physicists initially got it wrong, and even John Bell, who popularised the paradox, got the right answer for the wrong reasons. Most common explanations lean on length contraction. But length contraction is geometry. It’s not a physical squeezing force, so it can’t be the real cause of the stress. The real reason the string snaps has to do with acceleration, simultaneity, and the difference between what we measure in a frame and what is physically happening (proper distances). Chicken paprikash Ingredients 1 whole chicken, cut into 8 pieces (or 8 chicken thighs bone-in) sea salt, to season 2 tbsp lard 2 large brown onions 2 tomatoes 3 cloves garlic 3 tbsp sweet Hungarian paprika freshly ground black pepper 250ml chicken stock 200ml sour cream 3 tbsp plain flour 40ml water parsley Nokedli 2 eggs 1 tsp fine sea salt 180ml water 300g (2 cups) plain flour Method Step 1: Brown the chicken Season the chicken with salt all over. Heat the lard in a heavy based frying pan or Dutch Oven over medium heat. Cook the chicken for 6-8 minutes, turning to brown on all sides. Transfer to a tray and set aside. Step 2: Cook the base Finely dice the onions, dice the tomatoes and finely grate the garlic. Add the onions to the pan, season with some salt and cook for 3-4 minutes, stirring occasionally until softened and lightly golden. Add the garlic and cook for a further minute until fragrant. Stir in the tomatoes and cook for 2-3 minutes until softened. Stir in 1 tablespoon of the flour and mix well, then stir in the paprika. Pour in the chicken stock and stir continuously until smooth. Season with salt and black pepper. Return the chicken to the pan and bring to a simmer. Reduce the heat to low, cover and simmer for 25 minutes, until the chicken is cooked through. Step 3: Make the Nokedli Whisk the eggs, salt and water together in a large bowl. Add the flour and mix until you have a soft sticky dough. Set aside for 10 minutes to rest. Bring a large pot of salted water to the boil over high heat. Beat the dough again, until smooth and elastic. Working in batches, push the dough through the back of a coarse grater directly into the boiling water. The Nokedli are cooked once they float to the surface. Remove them with a slotted spoon and drain in a colander. Step 4: Finish and serve When the chicken is cooked, turn off the heat and allow the sauce to cool slightly. Remove the chicken from the pan and keep warm. Mix the sour cream and remaining flour in a small bowl with 40ml of water until smooth. Temper the cream with a ladle of the hot sauce, then stir the sour cream mixture through the pan sauce. Return the pan to a low heat and bring to a simmer, taking care not to let it boil. Cook for 5 minutes, until the sauce thickens. Return the chicken to the sauce and gently warm through. Serve the chicken and sauce over the Nokedli with freshly chopped parsley.
