Meta, the parent company of Instagram and Facebook, is set to pay at least $12 billion and up to $17.1 billion in financial penalties, in addition to implementing design changes for underage users. "This is the least they can do to prevent harms that have metastasized and have already caused suicides … [but] we cannot be relying on fines, or certainly even on litigation, after harms have already transpired. What we need are rules of the road. And we need rules that go to the root cause of the business model," says Amba Kak, the co-executive director of AI Now Institute, who joins us for a wide-ranging discussion on tech policy and regulation. Kak, who advises various governments on AI regulatory guidelines, adds, "The era of looking to tech CEOs or tech luminaries to give us answers for what are fundamentally social and political questions, I think, is gone." For a second I was convinced people hated it or were protesting 😭 But apparently this is a real German university tradition called academic knocking. Students knock on tables instead of clapping to show appreciation after presentations or lectures. Om het aantal geweldsincidenten in Zuidoost te verminderen, moeten bewoners zelf sneller aan de bel trekken bij de gemeente en politie. Dat vindt burgemeester Halsema. Zij sprak vorige week, na het besluit om een veiligheidsrisicogebied in te voeren, van een zwijgcultuur in het stadsdeel. Maar, zeggen bewoners en lokale politici, die conclusie is te eenzijdig. "Men maakt wel degelijk meldingen, maar krijgt onvoldoende terugkoppeling van instanties." Afgelopen zomer vonden in Zuidoost maar liefst achttien geweldsincidenten plaats; reden voor de burgemeester om een tijdelijk veiligheidsrisicogebied in te stellen in de K- en H-buurt. Binnen dit gebied kan preventief worden gefouilleerd. Vorige week vertelde Halsema tijdens het Gesprek met de Burgemeester dat er meer nodig is dan alleen extra veiligheidsmaatregelen: ze doet een beroep op bewoners en jongeren om incidenten te melden en de, volgens haar, zwijgcultuur te doorbreken. Overlevingsstand "Moeten bewoners het gesprek starten of ligt die rol bij uitvoerende instanties?", vraagt Dylan Bakker, voormalig fractievoorzitter van BIJ1, zich af. Volgens Bakker verkeren veel Amsterdammers in Zuidoost in de overlevingsstand. "Gezinnen hebben het moeilijk en de boodschappen worden steeds duurder. Dan is er geen ruimte om ook nog een melding te maken." Het probleem draait volgens hem niet alleen om de bereidheid van bewoners om te praten, maar ook om de omstandigheden waarin zij leven. Onvoldoende terugkoppeling Ook Sitsofe Quarshie, stadsdeelcommissielid voor de ChristenUnie, herkent zich niet volledig in het beeld van een zwijgcultuur. Volgens haar maken bewoners wel degelijk meldingen, maar krijgen zij vervolgens onvoldoende terugkoppeling van uitvoerende instanties. "Men weet niet wat er met de melding gebeurt en heeft niet het gevoel dat er iets mee wordt gedaan. Dat zorgt voor meldingsmoeheid", aldus Quarshie. Volgens haar moet er daarom meer met meldingen worden gedaan en moeten bewoners binnen een redelijke termijn terugkoppeling krijgen. "We moeten dus meer doen met de meldingen en bewoners in elk geval binnen een voorzienbare tijd een terugkoppeling geven van hun melding."
