Het gemengd woonproject Stek Oost in Amsterdam werd in 2018 gepresenteerd als een oplossing voor het woningtekort en de integratie van statushouders. In het complex gingen 125 Nederlandse jongeren samenwonen met 125 statushouders. De jongeren fungeerden als buddy en samen zouden zij een community vormen. Er was zelfs internationale belangstelling voor deze woonvorm. Zembla kreeg de beschikking over vertrouwelijke documenten van de gemeente Amsterdam en woningcorporatie Stadgenoot, en kreeg toegang tot appgroepen van bewoners. Op basis daarvan reconstrueert Zembla welke signalen, meldingen en evaluaties over de veiligheid en leefbaarheid bij de verantwoordelijke instanties binnenkwamen en hoe daarop is gereageerd. Al kort na de start in 2018 deden zich incidenten voor. In de jaren daarna waren er geweldsincidenten, problematiek met verwarde statushouders en speelde er een zedenzaak. In de zomer van 2023 verslechterde de situatie opnieuw. Er was sprake van drugshandel, vechtpartijen en de woningcorporatie vermoedde dat er in een van de studio’s een groepsverkrachting had plaatsgevonden. Toen medewerkers van Stadgenoot werden bedreigd, liet de corporatie de gemeente Amsterdam weten met het project te willen stoppen. Manager van Stadgenoot Mariëlle Foppen zegt hierover in Zembla: “Het werd toen evident dat wij het niet konden waarmaken en niet langer verantwoordelijk wilden zijn voor de veiligheid op het complex. Het was voor ons gewoon te heftig.” De gemeente ging niet akkoord en hield Stadgenoot aan het contract. Wel werd afgesproken dat vanaf 2024 van de 250 woningen nog maar 30 procent aan statushouders wordt toegewezen en dat de woningcorporatie niet langer verantwoordelijk is voor de sociale veiligheid op het complex. Stadsdeelvoorzitter Amsterdam Oost Carolien de Heer zegt hierover: “Je kan mensen niet in één keer op straat zetten. Er wonen daar mensen. Die kunnen niet in één keer allemaal ergens anders heen.” In een intern gemeentelijk stuk uit 2024 staat dat de gemeente zelf ook erkent “dat de veiligheid en leefbaarheid niet langer te garanderen waren op het wooncomplex”. In 2024 werd voormalig bewoner van Stek Oost Mohammed R.A. veroordeeld voor twee verkrachtingen van vrouwelijke medebewoners. Uit vertrouwelijke stukken blijkt dat Stadgenoot en de gemeente Amsterdam al in 2019 wisten dat er meerdere meldingen van verkrachting en aanranding waren binnengekomen over deze bewoner. De woningcorporatie schrijft in oktober 2019 in een mail aan de gemeente en de politie “dat er snel een plan van aanpak op deze jongen moet komen.” In 2021 verkracht hij opnieuw een vrouw op Stek Oost. Pas in maart 2022 wordt hij uit zijn huis gezet en kort daarna aangehouden. Maartje van Megen, advocaat van een van de slachtoffers, zegt hierover tegen Zembla: “Het feit dat de verdachte zo lang bij Stek Oost heeft kunnen blijven wonen is wel heel kwalijk. (…) Want heel veel vrouwen liepen het risico om in de veiligheid van hun eigen huis verkracht te worden.” Stadsdeelvoorzitter Carolien de Heer zegt hierover: “Er zijn veel pogingen gedaan, om te voorkomen dat dit erger werd, om hem in zorg te krijgen, om hem eruit te krijgen. En dat is helaas niet gelukt.” Uit berichten in de bewonersappgroep blijkt dat het nog altijd onrustig is op het complex. Verschillende bewoners vertellen Zembla dat zij zich nog steeds niet veilig voelen. In De Spots van… neemt dit keer niemand minder dan één van Nederlands allereerste content creators (sinds 2007!) Mascha Feoktistova a.k.a. @beautygloss ons mee naar een aantal van haar favoriete plekken in ’t Centrum. ✨ We starten bij Dumplings aan ’t Nassauplein, waar je volgens Mascha - naast natuurlijk de dumplings - echt een keer de jianbing geprobeerd moet hebben, een Chinese hartige gevulde pannenkoek. Mascha woont samen met haar man Gregor en hun twee kinderen in de stad, en vinden het heel leuk om streetart te spotten. Als je er eenmaal een beetje op let, spot je op elke hoek wel kunst, zoals deze slapende smurf van Streetart Frankey aan de Korte Marnixkade. Even bijtanken doet Mascha graag bij Nous op het Haarlemmerplein. Een prachtige zaak met lekkere koffie, maar vooral een hele gezellige plek waar een huiselijke sfeer hangt en iedereen elkaar groet en voor elkaar klaar staat wanneer dat nodig is. Met iemand die beter bekend staat als ‘Beautygloss’, verwacht je natuurlijk ook een beautyspot. Mascha neemt ons mee naar een bijzondere drogist in de Jordaan: ‘Hermanusje van alles’ aan de Westerstraat. Een echt familiebedrijf en drogist zoals je die misschien nog van vroeger kent. Zo vind je hier drop, tincturen en word je hier altijd hartelijk ontvangen. Ook komen er regelmatig wat oudere Jordanezen een praatje maken of advies vragen als ze een kwaaltje hebben. Daarnaast kijk je je ogen uit, want het is eigenlijk ook een klein museum. Zo vind je er de met veel zorg samengestelde etalage met woordgrappen en binnen allerlei bijzondere verpakkingen van drogisterij- en beautyproducten van vroeger. Absoluut een aanrader.
