Wethouder Melanie van der Horst was ruim voor de gemeenteraadsverkiezingen van maart 2026 al op de hoogte van een kostenoverschrijding voor de geplande Oostbrug over het IJ. Zij was zelf lijsttrekker voor D66 bij die verkiezingen. De wethouder besloot om de hogere ramingen niet te delen en lagere en achterhaalde bedragen mee te nemen in officiële documenten. Uit ambtelijke berichten blijkt dat meermaals is gesproken over de rol van de verkiezingen bij het wel of niet openbaren van de kostenstijging. Dat blijkt uit stukken die openbaar werden gemaakt na een beroep op de Wet open overheid (Woo) door AT5. Dat de Oostbrug vermoedelijk duurder zou worden dan de gereserveerde 325 miljoen euro, daar ging iedereen eigenlijk al vanuit. Van der Horst meldde in meerdere brieven al te verwachten dat de kosten zouden stijgen, maar dat het bedrag zou verdubbelen of zelfs uiteindelijk kan oplopen tot 850 miljoen euro: velen verslikten zich in hun koffie toen dit bedrag begin juni naar buiten kwam. Maar dat bedrag was al veel langer - ruim voor de verkiezingen - intern bij de gemeente, en bij verantwoordelijk wethouder Van der Horst bekend. Dat blijkt onder andere uit een ambtelijke notitie van 26 november 2025. In deze ‘actualisatie kostenraming Oostbrug’ adviseerden ambtenaren expliciet over de timing rondom de verkiezingen van 18 maart 2026. Onder het kopje 'Nut en noodzaak' schreven zij dat de geactualiseerde financiële cijfers op tijd gereed moesten zijn voor het stadsbestuur: Met dit bericht gaven ambtenaren de wethouder expliciet de keuze om het slechte nieuws over de stijgende kosten vóór of ná de stembusgang naar buiten te brengen. Ook maakten ambtenaren duidelijk dat de nieuwe cijfers zeker voor de coalitieonderhandelingen gedeeld moest worden met de politieke partijen die met elkaar zouden gaan praten over een nieuw college. Dat was nodig, want anders kon er geen extra geld worden gereserveerd in de boeken. In totaal ging het dus om honderden miljoenen euro's, Amsterdam maakte honderd miljoen extra vrij. Maar hoelang was al bekend dat de brug zoveel duurder zou gaan worden? Rond 2 december kwam de definitieve raming in de mailbox van de ambtenaren. Uit appverkeer blijkt dat zij daarvan schrokken. ‘Het valt niet mee’, appte een ambtenaar, die de raming nadrukkelijk nog in kleine kring wilde houden: ‘Verder dan met deze mensen delen we hem dan voor nu nog even niet.’ Terwijl achter de schermen bij ambtenaren en de wethouder dus al bekend was dat het project enorm veel prijziger zou gaan uitvallen, voerde Van der Horst in haar rol als partijleider en lijsttrekker van D66 openlijk campagne met het succes van het vorige college rondom de bruggen over het IJ. Uit ambtelijke documenten blijkt dat er op 12 februari 2026, ruim een maand voor de verkiezingen, bestuurlijk overleg plaatsvond met wethouder Van der Horst. Tijdens dit overleg was de nieuwe bandbreedte van 650 tot 850 miljoen euro voor de realisatie van de Oostbrug al volledig bekend binnen de ambtelijke organisatie en bij de wethouder. Met andere woorden; in het meest sobere scenario zouden de kosten voor de brug verdubbelen. De wethouder koos ervoor om de cijfers niet voor de verkiezingen openbaar te maken. Oud bedrag in officiële stukken Tijdens datzelfde overleg op 12 februari werd besloten om in de officiële investeringsnota nog de oude, lagere bedragen te blijven hanteren. Hierdoor bleef naar buiten toe het beeld bestaan dat de brug rond de 325 miljoen euro zou gaan kosten. Er werd slechts een opmerking bij het document geplaatst dat de kosten mogelijk hoger uit zouden vallen, terwijl een veel specifieker bedrag van de stijging al duidelijk was. Naast het hanteren van verouderde cijfers in de financiële stukken, werd ook besloten de raad niet op de hoogte te stellen. Uit de stukken blijkt dat bewust de keuze is gemaakt om de gemeenteraad niet te informeren. Dat is brisant, omdat partijen in het eerste kwartaal van 2026 juist campagne hadden kunnen voeren op dit thema, maar dat nu moesten doen zonder dat alle informatie die bij stadsbestuur bekend was. Heel duidelijk worden ook de redenen genoemd voor het achterwege laten van de nieuwe cijfers. 'Vanwege verkiezingen en het recent informeren van de raad over de 'Notitie Reikwijdte en Detailniveau Oostbrug' (NRD) is er besloten om niet meer apart naar de raad over de voortgang te rapporteren over het tweede halfjaar van 2025.' Maar in die zogeheten NRD werd niet gesproken over de dan al intern bekende kostenstijging. Update | Shell wist al jaren van mogelijke betrokkenheid eigen medewerkers bij oliediefstal. Dit blijkt uit een reeks interne documenten die openbaar zijn gemaakt in een Britse rechtszaak rondom olievervuiling door Shell in de Nigerdelta. In 2020 onthulde Milieudefensie in samenwerking met Zembla dat Shell-medewerkers betrokken waren bij het veroorzaken van olielekken in Nigeria. De medewerkers gaven opdracht voor het vernielen van oliepijpleidingen voor eigen gewin en zouden volgens bronnen het geld van de schoonmaakbudgetten in eigen zak hebben gestoken. Shell en dochteronderneming SPDC lieten destijds in een reactie weten niet op de hoogte te zijn van de betrokkenheid van medewerkers of aannemers bij olielekkages. Uit de reeks interne documenten, die Amnesty International nu samen met verschillende ngo’s heeft gepubliceerd, blijkt dat Shell in maart 2013 de mogelijke betrokkenheid van eigen personeel of aannemers al intern besprak. Zo mailden directieleden het volgende naar elkaar: 'We moeten ervan uitgaan dat de oliedieven goede toegang hebben tot de planningsgegevens van SPDC.’ Andere hooggeplaatste medewerkers bespraken het stelen van de ruwe olie ook in een bijeenkomst: ‘Actie: Onderzoek de vermeende betrokkenheid van medewerkers en aannemers bij oliediefstal. Onderzoek de mogelijkheid om interne ‘vallen’ te gebruiken om vast te stellen wie hierbij betrokken zijn en hoe zij te werk gaan’.
