Summer Pudding Ingredients - 1kg (2.2 lbs) fresh (or frozen) mixed berries - zest of 1 orange - 150g (5.3 oz) sugar - 1/5 loaf of sliced white bread - crème fraîche, to serve - icing sugar, to garnish Method 1. In a pan over medium heat, combine the berries, sugar, and orange zest. Cook, stirring frequently, for 6-7 minutes, or until the berries are soft. Turn off the heat and allow the mixture to cool slightly for about 10 minutes. 2. Line a medium-sized, deep bowl or a small cake tin with cling film. Trim the crusts off the white bread and line the bowl with bread slices, ensuring all surfaces are covered and that the bread extends about 0.5cm above the top of the bowl. 3. Spoon the cooked berry mixture into the bowl, along with some of the juice, reserving any remaining juice for garnish. Cover the berries with more slices of white bread. Pull the cling film over the top to seal it tightly. Place a plate or lid on top, then add something heavy to press down. Refrigerate for at least 4 hours, or overnight, to set. 4. Carefully remove the pudding from the fridge and from the bowl. Meer dan twintig voormalige eendenhouderijen in Gelderland hebben nog altijd een natuurvergunning om stikstof te mogen uitstoten, terwijl ze al lang niet meer bestaan of al jarenlang leegstaan. Die stikstofrechten worden soms verhandeld. Tijdens ons onderzoek naar eendenhouderen en slachterijen in Gelderland, bellen we alle eendenhouders in Gelderland die een vergunning hebben om eenden te houden. Volgens de provincie zijn er in Gelderland 33 vergunde eendenhouderijen, maar we komen erachter dat er nog maar 11 actief zijn. Eén natuurvergunning, van een veehouderij die naast kalveren ook vergund was om eenden te houden, is onlangs opgekocht door de Schiphol Group. Dat bevestigt een woordvoerder van Schiphol aan Zembla. De provincie Gelderland blijkt daar niet van op de hoogte en reageert ontstemd: “Ik vind het heel erg dat er wordt gehandeld in stikstofrechten", aldus gedeputeerde Ans Mol, die nader onderzoek aankondigt. Milieuactivist Johan Vollenbroek zegt naar de rechter te stappen als de provincie Gelderland niet snel de vergunningen van de voormalige eendenhouderijen intrekt. Gedeputeerde Ans Mol, onder meer verantwoordelijk voor het handhaven van de milieuvergunningen, geeft tegenover Zembla toe ook niet te weten van de overige locaties waar geen eenden meer gehouden worden, maar die daarvoor wel vergund zijn. Mol: “We hebben wel het vermoeden waar op dit moment een vergunde stikstofruimte op zit, maar die niet meer actief is. Dat is ook de reden dat wij nu hebben gezegd: wij willen weten, niet alleen voor eendenhouderijen, welke vergunningen ooit verleend en niet meer actief zijn.” Boeren hebben een natuurvergunning om activiteiten uit te mogen voeren waarbij stikstof vrijkomt. Als een boer stopt komt de natuurvergunning niet automatisch te vervallen en blijft die bestaan. Op papier bestaat de stikstofuitstoot dan nog wel, maar in werkelijkheid is er geen bedrijvigheid. De boer kan de stikstofruimte verkopen aan een andere partij en daarmee zijn natuurvergunning opzeggen. De koper kan met die stikstofruimte dan bijvoorbeeld bouwen, boeren of vliegen. Omdat die stikstofruimte al jaren niet gebruikt werd op de locatie die daarvoor was vergund, kan de uitstoot daardoor elders toenemen. Omdat de provincie Gelderland dus nog geen beeld heeft van welke verleende vergunningen nog actief zijn, en welke niet, heeft de provincie nog geen inactieve vergunningen ingetrokken. De provincie gaat daar nader onderzoek naar doen, aldus Mol. De Gedeputeerde zegt te willen voorkomen dat “slapende bedrijven” met een vergunde stikstofruimte worden opgekocht door partijen die hun stikstofruimte willen uitbreiden, zoals de Schiphol Group. Schiphol heeft extra stikstofruimte nodig om vluchten naar Lelystad Airport, die nog geen natuurvergunning heeft, te kunnen verplaatsen. “Dit wil je juist voorkomen, dat die ruimte opnieuw op papier wordt gecreëerd om (elders, red.) in te zetten", zegt Mol. Johan Vollenbroek van Mobilisation for the Environment, die er in 2019 voor zorgde dat de Raad van State het stikstofbeleid van het kabinet ongeldig verklaarde, wil niet wachten totdat de provincie actie onderneemt. Om te voorkomen dat de lege vergunningen van de overige eendenhouders worden opgekocht door andere partijen gaat hij bij de provincie een verzoek indienen om die in te trekken. “Dikke kans dat de provincie zegt: dat weigeren we, dat gaan we niet doen. Dan stappen we daarvoor weer naar de rechter", zegt Vollenbroek. Jaarlijks worden miljoenen eenden geslacht in Ermelo, bij de enige eendenslachterij in ons land: Tomassen Duck-To. Zembla duikt in dit 'hoofdpijndossier'. Het eendenvlees van Tomassen gaat naar Chinese restaurants en Aziatische toko’s, maar het overgrote deel gaat naar het buitenland. Omwonenden klagen over stankoverlast en liggen met de gemeente en het bedrijf in de clinch over vergunningen. Voor de gemeente Ermelo is het eendenbedrijf al jarenlang een hoofdpijndossier. De regionale krant De Stentor bericht bijna wekelijks over gedoe rondom vergunningen van deze slachterij. Verslaggever Gep Leeflang: “Er spelen eigenlijk twee soorten conflict. De ene is tussen de bewoners en de gemeente. En het andere is tussen de bewoners en Tomassen Duck-To. Dat laatste is de aanleiding voor het conflict met de gemeente. Plat gezegd: ze hebben last van stank, geluid, verkeersbewegingen. De regels zijn heel simpel, zeggen ze. Die moeten gewoon worden nageleefd. En als ze daarbinnen blijven binnen die regels, kunnen wij er wel mee leven. En dat is nou juist wat er niet gebeurd.” Buurtbewoners hebben zich verenigd in de stichting DOEH en verzetten zich al jaren tegen de overlast die het bedrijf volgens hen veroorzaakt. Cora van Eijsden: “Sinds september 2016 begon het op te vallen van hé, wat stinkt het, en dat is volgens ons Tomassen.” Het bedrijf groeit enorm in 2016, als alle activiteiten van de enig overgebleven Nederlandse concurrent wordt overgenomen. De hele productie van Nederlands eendenvlees komt in Ermelo terecht. Het aantal eenden dat per jaar geslacht wordt gaat daarmee in korte tijd van ruim 4 miljoen naar zo’n 8 miljoen. “Op een gegeven moment kreeg ik behoorlijk last van het vrachtverkeer. Dat viel me op dat er veel en veel meer vrachtwagens door onze straat heen reden”, vertelt buurtbewoner Heidi Daenen. “Wat wij eigenlijk willen, is dat die teruggaat naar de productie, wat hem vergund is. En dat hij geen overlast meer veroorzaakt voor de omgeving.” De omwonenden klagen voortdurend bij de gemeente dat het bedrijf zich niet houdt aan werktijden, meer vrachtwagens laat rijden dan is toegestaan en zonder vergunning extra gebouwen neerzet. De buurtbewoners willen dat de gemeente hiertegen optreedt en voeren daarom talloze rechtszaken, soms tot aan de Raad van State toe. Maar op het moment dat de gemeente het bedrijf maatregelen oplegt, stapt Tomassen zelf naar de rechter. Tijdens één van die rechtszaken krijgt de gemeente Ermelo een stevige tik op de vingers. Gep Leeflang: “Die rechter heeft simpelweg vastgesteld, dat er broddelwerk is geleverd. Bestuurlijk-juridisch broddelwerk. De gemeente Ermelo had kunnen handhaven. Bijvoorbeeld: breek illegaal neergezette gebouwen weer af waarvoor nog steeds geen vergunning is. Of: wij legaliseren dit en zorgen dat het erdoor komt. Maar die duidelijkheid is niet gegeven en daarvan heeft de rechter gezegd: iedereen heeft er last van. Het bedrijf heeft geen duidelijkheid. De omwonenden hebben geen duidelijkheid. En daar heeft de gemeente gewoon totaal fout in gehandeld.” Er zijn ook zorgen over het dierenwelzijn in de eendenhouderijen en slachterijen. Do you remember when Colin Furze built the Rhino tank and then got stuck in a ditch and had to pull it out with a JCB? The concept was pioneered by Elie Aghnides on the 1950s. The idea being that due to the domed-shaped wheels, the more your sink into mud, the more grip it has. Colin converted a dumper truck to build his version of the Rhino, but it originally had much smaller wheels. The motors are hydraulic, but there wasn’t enough torque to turn the bigger diameter wheels when it was really needed due to the increased leverage. My plan is to make a slightly smaller version, and it’ll be electric, and I’ll try to get a large reduction from the motors to the wheels so I can get more relative torque. I’m also going to have a servo controlled camber angle so it can transform.
