Te veel kinderen in ons land gaan niet naar school en het onderswijssysteem schiet structureel tekort in het organiseren van passend onderwijs. Die boodschap stuurt oudervereniging Balans vandaag per brief aan de Nederlandse Staat. Ze vindt dat de Staat er onvoldoende aan doet om het zogenaamde thuiszittersprobleem op te lossen. "We zien dat er ieder jaar weer meer kinderen uitvallen in het onderwijs en dat het aantal kinderen dat thuiszit, stijgt", zegt directeur Joli Luijckx van oudervereniging Balans. "De overheid doet niet dat wat effectief is om ervoor te gaan zorgen dat alle kinderen hun recht op onderwijs en ontwikkeling kunnen verzilveren." Ana is een van die leerlingen die langere tijd niet naar school kon. Omdat ze gevoelig is voor haar omgeving en sneller moe en overprikkeld raakt, lukte het haar niet om mee te draaien op haar middelbare school. Ze zat meermaals een half jaar thuis. En ze was zeker niet de enige: afgelopen jaar gingen bijna 1200 Amsterdamse kinderen niet naar school. "Ik voelde me best wel eenzaam en ik dacht eerst eigenlijk dat er iets mis was met me", aldus Ana. "Ik dacht: ik pas niet in het systeem en dus moet ik me aanpassen en het leren. Uiteindelijk heb ik dat zo vaak geprobeerd dat ik het eigenlijk niet meer wilde proberen, want het is eigenlijk gewoon niet normaal dat we zoveel moeten doen en dat we daar weinig hulp bij krijgen." Hoewel diverse partijen in Nederland verantwoordelijk zijn voor het onderwijs, zoals scholen, samenwerkingsverbanden en gemeenten, kiest Balans ervoor om haar verzoek bij de Staat neer te leggen. "De Staat is eindverantwoordelijk voor het onderwijs en heeft vanuit internationale verdragen de taak om het recht op onderwijs en ontwikkeling te waarborgen. Op dit moment zien we dat dat niet goed is geregeld is, ondanks dat de overheid wel van alles heeft geprobeerd de afgelopen jaren." Ana voelde weinig ondersteuning vanuit haar middelbare school. " Ze gaven met echt het gevoel: zoek het maar uit. Ik had het fijn gevonden om meer persoonlijke begeleiding te krijgen en meer hulp met oplossingen bedenken in plaats van dat ze me aan de kant zetten. Ik voelde me niet echt gesteund of gezien in waar ik moeite mee had." En wat haar geholpen zou hebben? "Aanpassingen in het rooster bijvoorbeeld, of ruimte tussen de lessen om in een niet-drukke omgeving even tot rust te komen. Dat zou al heel veel hebben gescheeld." Bij Balans zien ze dat kinderen en jongeren hier in de praktijk vaker tegenaan lopen. Luijckx: "Het onderwijs is vaak onvoldoende flexibel, er zijn onvoldoende plekken waar leerlingen daadwerkelijk terechtkunnen en het lukt vaak niet om maatwerk te realiseren." Met hun brief hoopt de oudervereniging daar verandering in te brengen. Ze zou op korte termijn met de Staat in gesprek willen over concrete maatregelen die de garantie op onderwijs waarborgen en voldoende rechtsbescherming voor ouders regelen. A Dynamo For My Rebuilt Stuart Number 4 - Part #5. The pulley on the Dynamo is too big for this application. It was OK for use with a Stuart 5A but is over scale for this engine. I changed the shape of it so that it guides the belt and stops it slipping off. I also reduced the diameter of the pulley to to get more RPM at the Dynamo end. "Nu is het pas echt een kabouterbrug" De Kabouterbrug staat al veertig jaar bekend als de enige fietsbrug bij de Sloterkade. Het leek de gemeente een goede eerste keuze om tijdelijk hier ook de hulpdiensten over te laten rijden. "Bij nood- en hulpdiensten telt elke seconde, dus de route moet zo kort mogelijk zijn", vertelt Barbara Verhallen van de gemeente. Sommige omwonenden vragen zich af waarom de hulpdiensten niet over de Zeilbrug rijden, maar volgens de gemeente kan het daar druk worden omdat ook het andere gemotoriseerde verkeer dat als omrijroute gebruikt. Als het daar te druk is kost het hulpdiensten veel tijd om de oversteek te maken. Vandaar de keuze om de Kabouterbrug, waar normaal fietsers de baas zijn, voor nu ook voor de hulpdiensten open te stellen. Zeven maanden zal deze situatie nog zijn zoals hij nu is. Barbara Verhallen van de gemeente begrijpt de frustraties, maar raadt daarom ook aan om op tijd van huis te gaan. Naast dat de brug volgens haar best 'een kuitenbijtertje' is vanwege de helling die er in zit, zijn het vaak de bakfietsen of fatbikes die de simpele omafiets in de weg zitten. "Ze komen niet omhoog komen, omdat ze te zwaar zijn of moeten heel snel afremmen, waardoor fietsers daarachter ook op de rem moeten." In zeven maanden een tactiek vinden om toch goed de brug op te komen, zonder al te veel kleerscheuren is volgens Verhallen voor de meeste fietsers niet zo moeilijk. "Amsterdammers vinden altijd wel een tactiek, daar zijn ze meester in." Erik Slingerland, betrokken buurtbewoner én naamgever van de brug, kijkt zijn ogen uit. Nooit eerder zag hij autoverkeer over de Kabouterbrug rijden, laat staan hulpdiensten. De hindernissen rondom de brug maken dat het een spektakel is om 's ochtends uit je raam te hangen volgens Slingerland. "Het is organisatorisch op de vierkante centimeter manoeuvreren met z'n allen, vandaar dit soort hekwerken, die ik nooit eerder heb gezien." Zelf woont hij in het hoekhuis liggend aan de brug. Vorig jaar mocht hij de brug een naam geven vanwege 750 jaar Amsterdam. De brug is vernoemd naar de Kabouterbeweging, die tussen de jaren 1969 en 1974 actief was als Amsterdamse protestbeweging en als politieke partij. "Het heet de Kabouterbrug, omdat het de kabouters zijn geweest die in de jaren 60 hebben aangejaagd dat deze brug er kwam, als ontsluiting voor het fietsverkeer, zo'n 20.000 fietsers per zonnige dag." Via via kwam Klok bij het Joods Museum terecht en samen ontwikkelden ze de tentoonstelling Abracadabra, die vanaf vrijdag te bezoeken is. Nog altijd 'leent' hij een truc van Okito, vertelt Hans Klok tijdens een rondleiding voorafgaand aan de opening van de tentoonstelling. Toen Klok via een erfenis een hele hoop spullen van Okito in bezit kreeg, wist hij dat hij daar iets mee moest doen. Het Joods Museum was direct enthousiast. "Zij zeiden: daar willen we iets mee doen, maar we breiden het wel uit. Dus het gaat niet alleen over Okito, maar over alle Joodse goochelaars en illusionisten", vertelt Klok. Zo zijn er objecten te zien en verhalen te lezen over vijftien Joodse goochelaars, van wie acht met een Amsterdamse achtergrond. De Joodse goochelaars kenden begin twintigste eeuw hun hoogtijdagen. In de maanden daarna wordt de grootste hulporganisatie ter wereld ontmanteld: wereldwijd worden humanitaire programma’s stopgezet. Ook Europese landen bezuinigen op ontwikkelingshulp. Nederland schrapt het historische bedrag van 2,4 miljard euro. Een kwart van het wereldwijde budget voor ontwikkelingswerk is vorig jaar verdwenen. Hulporganisaties moeten door de wereldwijde bezuinigingen steeds vaker ontwikkelingshulp afschalen of zelfs helemaal stopzetten. Het gaat om ontwikkelingshulp voor langere termijn, zoals programma’s voor onderwijs, waterbeheer, landbouw- en gezondheidszorg. Levensreddende hulp, zoals voedsel, medicijnen en noodopvang, krijgt prioriteit. Wat gebeurt er met de mensen die afhankelijk zijn van voedselhulp? En hoe vergaat het hiv-patiënten nu medische behandelingen zijn geschrapt? Zembla reist naar Kenia en onderzoekt de desastreuze gevolgen van het stopzetten van de buitenlandse steun in de praktijk. In vluchtelingenkamp Kakuma is onvoldoende water, voedsel en onderdak. In het aanmeldcentrum dat bedoeld is voor 3.885 mensen verblijven inmiddels 10.559 vluchtelingen. Kampmanager Lars Namusende van de Lutheran World Federation zegt dat door de tekorten de spanning in het kamp oploopt: “We kunnen ze niet verplaatsen, want er is geen geld voor tenten. Over vier maanden zijn hier 20.000 mensen, dat is onhoudbaar.” Het wegvallen van de Amerikaanse hulp via USAID heeft voor het vluchtelingenkamp grote gevolgen. “We hebben ook te maken gehad met andere bezuinigingen van andere landen, maar de Amerikaanse financiering had de grootste impact, omdat de VS voorheen het grootste deel van de vluchtelingenoperaties financierden,” aldus Namusende. Volgens operationeel directeur Gabriella Waaijman van Save the Children International laat de situatie in vluchtelingenkamp Kakuma een scherpe verschuiving zien. “Hulporganisaties worden gedwongen steeds minder te investeren in het voorkomen van problemen op langere termijn en steeds meer in het beperken van directe schade. En zelfs daarvoor is onvoldoende geld.” Ook Save the Children heeft wereldwijd hulpprogramma’s moeten stopzetten. Waaijman: “In Jemen is de helft van alle voedselhulp verdwenen, in Syrië een derde.” Ze vertelt dat ze soms zelfs onmogelijke keuzes moest maken. “Het is een duivels dilemma. Security Council on Wednesday, urging nations to adopt international standards on the development of AI. This comes after AI agents at OpenAI, Anthropic, Meta and Google have gone rogue in recent months, hacking into other companies' corporate systems and, in the case of OpenAI, into the portal of Australia's public health insurance program. "I think we're headed in the right direction," says Malo Bourgon, CEO of the Machine Intelligence Research Institute, who has participated in several AI-related meetings on the sidelines of the U.N. General Assembly this week. "I do think that the CEOs, while there's a bunch of reason to be cynical about them, are sincere that they think that the progress with this technology is moving too quickly and that they risk losing control of it, and that that could lead to permanent disempowerment or human extinction." CBS, Fox News and NBC had suspended their coverage of President Trump Monday after he expelled CNN from the White House TV press pool. "People are standing up for press freedom," says Filipino American journalist Maria Ressa, who won the 2021 Nobel Peace Prize. "There are costs to standing up, but there are greater costs to giving up." Ressa is also co-chair of the United Nations Independent International Scientific Panel on Artificial Intelligence. "A small group of countries and companies should not be determining the fate of the world," says Ressa about the current state of AI.
