Zembla volgt een groep boze burgers in Boxtel die aan de rand van de gemeente in actie komt tegen een gepland migrantenhotel. Nederland telt ongeveer een half miljoen arbeidsmigranten uit Midden- en Oost-Europa. Het huidige systeem gaat gepaard met uitbuiting en een toenemende druk op de samenleving. Zembla onderzoekt de positie van arbeidsmigranten in onze samenleving en bekijkt welke factoren ertoe hebben geleid dat arbeidsmigranten in Nederland tegen de ondergrens aan lopen. Monique Kremer van de Adviesraad Migratie stelt dat arbeidsmigratie goed is voor de schatkist, maar ze ziet ook negatieve gevolgen voor de samenleving: “Je ziet dat de meeste baten voor werkgevers zijn, en de lasten voor de bredere samenleving.” Hoe dat kan leiden tot sociale onrust, zien we in het Brabantse Boxtel. Hier komt aan de rand van het dorp naast een buurtschap van 100 inwoners een migrantenhotel voor 400 personen. Marly van Leeuwen, vertegenwoordigt een groep bezorgde burgers. Zij vinden het aantal te veel: “400 is buiten elke verhouding”. De burgers voelen zich overvallen door de komst van het migrantenhotel en zijn boos over de handelswijze van hun gemeente. Zo kon er bijvoorbeeld niet meegepraat worden over het aantal arbeidsmigranten. Volgens verantwoordelijk wethouder Mariëlle van Alphen kon dat niet anders: “Over het aantal: daar kunnen wij niets aan veranderen. Dat is het uitgangspunt geweest van deze tenderprocedure.” De wethouder is van mening dat je juist door de grootschaligheid humane huisvesting en kwaliteit goed kunt borgen. De situatie in Boxtel staat symbool voor tal van gemeentes in Nederland, waar burgers lijnrecht tegenover hun gemeentebestuur komen te staan. Er zou landelijk beleid moeten komen, maar volgens arbeidseconoom Ronald Dekker is er bij de landelijke politiek maar weinig aandacht voor: “Je moet ook goed beseffen: die geassocieerde problemen, die zijn lokaal en relatief klein, vanuit een landelijke overheid gezien. Dat er een huisvestingsprobleem is in Boxtel, is in het grotere verhaal van het Nederlandse economische en arbeidsmarktbeleid een verwaarloosbaar probleem.” In de uitzending pleiten kenners voor een ingrijpende politieke koerswijziging. Kremer: “Als er beleid komt dat meer gebaseerd is op brede welvaart dan denk ik dat er meer afwegingen gemaakt worden over: wie wil je dat er naar Nederland komt en waar gaan diegenen dan werken? Zembla onderzoekt de positie van arbeidsmigranten in onze samenleving. Hoe kan het dat een systeem standhoudt dat uitbuiting combineert met maatschappelijke onrust? Nederland kent ongeveer een half miljoen arbeidsmigranten uit Midden- en Oost-Europa die veelal monotone, repetitieve werkzaamheden verrichten tegen het minimumloon, zegt arbeidssocioloog Jan Cremers. Hij bekritiseert bedrijven in de vleesverwerkende-industrie, glas- en tuinbouw, of distributiecentra. Zij zetten de arbeidsmigranten in voor hun productiewerk, maar besteden de verantwoordelijkheid over hun welzijn uit aan uitzendbureaus. “Je bestelt drie koffiemachines en een blik arbeidsmigranten.” In de meeste gevallen regelen de uitzendbureau’s niet alleen de werkplek, maar ook huisvesting en zorgverzekering. En die huisvesting is niet altijd in orde. We bezoeken een in het centrum van Boxtel een huis dat bekend staat als 'The White House'. We treffen er schimmel en vochtplekken aan. Er wonen tientallen arbeiders van uitzendbureau SBA Flex. Een grote speler in deze regio. Arbeidsmigranten zijn door deze constructie “compleet afhankelijk”, constateert Monique Kremer, directeur van de Adviesraad Migratie die het kabinet adviseert over migratievraagstukken. Ook arbeidseconoom Ronald Dekker vindt de afhankelijkheid kwalijk: “Dat is wel gewoon wat je uitbuiting noemt, ik kan er echt niks mooiers van maken.” Zijn uitspraak onderstreept de bevindingen van een Parlementaire Onderzoekscommissie uit 2011. De commissie stelde destijds al vast dat arbeidsmigranten in Nederland in veel situaties worden uitgebuit. “Nederland kan het zich niet permitteren om nog langer te overleggen, te verkennen en te onderzoeken. Er moet nu doorgepakt worden,” was de alarmerende conclusie. Monique Kremer van de Adviesraad Migratie ziet dat er weinig is veranderd: “Het trieste is, dat wij deze zinnen ook nog steeds in ons rapport hebben opgenomen van 2022, om aan te tonen dat deze zinnen nog steeds aan de orde zijn.” Omdat arbeidsmigranten naast hun werk ook voor hun woning afhankelijk zijn van hun werkgever, belanden ze meer dan eens op straat. 3.000 arbeidsmigranten, zoveel daklozen heeft hulporganisatie Barka in één jaar bijgestaan, zegt Larisa Melinceanu van Barka. Om de groeiende groep dakloze arbeidsmigranten te helpen, heeft Barka steeds meer medewerkers nodig “en dat is niet per se een goed teken in deze context”, zegt Melinceanu. Ze ziet hoe kwetsbare Polen, Roemenen en Bulgaren door Nederlandse uitzendbureaus worden gerekruteerd in hun thuisland. “De mensen die blind in zo’n busje stappen, zijn mensen die het moeilijk hebben thuis. Brazilian Lemonade Ingredients - 8 limes - 1 can sweetened condensed milk (approximately 14 oz or 397g) - 2 cups ice (about 16 oz or 450g) - 4 cups water (about 32 oz or 950ml) Method 1. Wash and cut 7 of the limes into quarters. Place them in a blender along with the water, 1 cup (about 8 oz or 225g) of ice, and the sweetened condensed milk. Scientists just discovered over 100 new species living on underwater mountains that we didn’t know were there! Here’s how they found them and why it matters for how we search the deep ocean... The first thing to know is the surface of the ocean isn’t flat. There are tiiiiny dips and bumps on the surface over trenches and mountains on the sea floor - which sounds crazy, but it’s because of tiny changes in Earth’s gravitational field. And we can actually detect those bumps and dips with satellites. So recently, a research crew working to map the ocean floor noticed some weird bumps in the satellite data and went to go investigate. They used sound waves - “sonar” - to map the ocean floor there in more detail and discovered massive undersea mountains right here. And on those mountains, they found tons of species that seem to be new to science. I love this.
